Domestic Long Distance Rates
Rates And Services Schedule
This Rates and Services Schedule ("Schedule") contains terms, conditions
and rates for SLD's domestic long distance services, known as Message
Telecommunications Service.
Message Telecommunications Service is a measured, duration and
distance-sensitive switched service. This service is offered to customers for
their direct transmission of voice, data and other types of
telecommunications within the United States.
For the purposes of this Rates and Services Schedule and in compliance
with federal law, the United States includes the continental United States,
Alaska, Hawaii, Puerto Rico, the U.S. Virgin Islands, Guam and all other
U.S. territories and possessions.
Rules and Regulations
Subject to the terms and conditions of this Schedule and the Shenandoah
Long Distance Service
Agreement, the company offers service to any person, firm,
corporation or other entity that wishes to become a customer and meets
the criteria for service.
Limitations
A request for service may be temporarily refused or limited because of
system capacity limitations. Service is subject to transmission limitations
caused by atmospheric, geographic and other environmental conditions.
Service is offered subject to the availability of the necessary facilities
and/or equipment and subject to the provision of this Schedule. The company
reserves the right to discontinue service when necessitated by conditions
beyond its control.
The company does not undertake to transmit messages, but offers the use
of its facilities when available, and will not be liable for errors in
transmission or for failure to establish connection.
Terminal Equipment
The company's facilities and service may be used with or
terminated in terminal equipment or communications systems such as
a PBX, key system or single-line telephone. Such terminal equipment shall
be furnished and maintained at the expense of the customer. The customer
is responsible for all costs associated with customer-provided equipment,
premises wiring and other third-party utility costs incurred in the use
of Shenandoah Long Distance service.
When such terminal equipment is used, the equipment shall comply with
the generally accepted minimum protective criteria standards of the
telecommunications industry, and the customer shall be responsible for
compliance with FCC rules, 47 C.F.R. Part 68.
Failure to Pay
In the event that a lawsuit is brought by the company, or an attorney
is retained by the Company to collect any bill or enforce the terms of
the Shenandoah Long Distance Service Agreement or this Schedule against a
customer, that customer shall be responsible for payment of full reasonable
attorney's fees, court costs, costs of investigation and any and all other
related costs and expenses incurred by the company in connection therewith.
Collection procedures and the requirement for a deposit are unaffected by
the application of a late payment charge.
Timing of Calls
The initial period for telephone connections between all points is one minute.
All additional period prices are for each additional minute or any fraction
thereof that the telephone connection continues beyond the initial period.
Unless otherwise specified, the minimum call duration for a completed call
is 60 seconds. Calls that begin in one rate period and terminate in another
will be billed at the rate applicable to the number of minutes in each rate
period. Unless otherwise specified, the duration for each call for billing
purposes will be rounded off to the nearest higher minute.
Time-of-day rate periods as are follows: Daytime rates apply 8 a.m.-5 p.m.
Monday-Friday. Evening rates apply 5 p.m.-11 p.m. Sunday-Friday. Night/weekend
rates apply 11 p.m.-8 a.m. Sunday-Friday and 8 a.m.-5 p.m. Sunday and Saturday.
During the holidays as listed in the Definitions section, evening rates will
apply for all hours, except when a lower rate (i.e., night/weekend) would
otherwise apply.
Directory Assistance/Operator Services
Directory assistance and operator services will be provided by the Local Exchange
Carrier or other Interexchange Carriers. The customer will be billed usage at
the appropriate rate when a call is placed from its telephone to directory
assistance. Operator assistance is not provided by the company.
Customers can access other interexchange carriers to place operator-assisted
calls.
Rate Tables
- Standard Discount Plan for Message Telecommunications Services

The following rates are for customers not signed up for a specific SLD calling
plan. To calculate long distance charges, SLD first determines the category for
the type of long distance call (A, B, C or D). SLD then applies the minute of
use charge for the appropriate time period for that category. Finally, SLD
applies the discount rate found in Part E, depending upon the total amount of
long distance usage for the monthly billing cycle.
- IntraLATA/intrastate
These rates are for long distance calls made from a telephone number within a
Local Access and Transport Area ("LATA") and within a state to another telephone
number within that same LATA and state. This category includes all long distance
calls made within LATA 929 in Virginia. Toll calls within LATA 929 are calls
placed between SLD exchanges in Shenandoah County and SLD exchanges in Rockingham
County. These rates are applicable to telephone numbers assigned to both
residential and business customers.

These rates are for long distance calls made from a telephone number in one
LATA to a telephone number in another LATA, but both numbers are within the
same state. This category includes all long distance calls made from Shenandoah
County to other counties within the state of Virginia. These rates are
applicable to telephone numbers assigned to both residential and business
customers.

- Volume Discount Plan
The company applies a volume discount off the aggregate monthly charges for
dialed Message Telecommunications Services billed pursuant to A, B, C or D, above.

- SLD Special Calling Plans for Message Telecommunications Services

- SLD Penny Plan
When a customer signs up for this plan, all long distance calls from Shenandoah
County to Frederick, Warren and Rockingham counties are $.09 per minute.
All other calls are $.20 per minute. All calls are billed in six-second
increments. No other discounts are applied.
- SLD Penny Plan USA
When a customer signs up for this plan, all long distance calls to anywhere in
the United States are $.15 per minute. All calls are billed in six-second
increments. No other discounts are applied.
- Promotional Discounts
SLD may, from time to time, offer promotional discounts. Such discounts will be
for a specified period of time, will not exceed published rates and will be
offered to all qualifying customers on a non-discriminatory basis, under any
rules prescribed by the Federal Communications Commission or the Virginia State
Corporation Commission.
Definitions
SLD is used throughout to refer to Shenandoah Long Distance Company.
authorized user: A person, firm, partnership, corporation or other entity
who is authorized by the customer to be connected to and utilize the company's
services under the terms and regulations of this Rates and Services Schedule.
company: Whenever used in this contract, "company" refers to SLD, unless
otherwise specified or clearly indicated by the context.
customer: A person, firm, partnership, corporation or other entity which
utilizes the services provided by the company. A customer is responsible for payment
of charges and for compliance with all applicable terms of this Rates and Services
Schedule and the Shenandoah Long Distance Service Agreement.
holidays: Holidays observed by the company are New Year's Day,
Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving
Day and Christmas Day.
