Since Shentel's $.09 per minute rate to these areas is billed in 6-second increments, you can place a call for as little as a penny. There is no monthly service fee, no minimum usage required, and the Penny Plan applies any time of day or night. Both residential and business customers are eligible to sign up for the Penny Plan.

Shentel's Penny Plan USA includes a flat rate of $.015 per each 6 seconds or $.15 per minute to anywhere in the continental United States. These rates apply any time of the day or night with no recurring monthly fee and no minimum usage requirement.

Only customers using Shenandoah Long Distance as their primary long distance company will receive this rate. Calls outside Frederick, Warren, and Rockingham Counties will be billed $.20 per minute in 6-second increments. The following areas in Frederick, Warren, and Rockingham Counties are included in the Penny Plan:

In Frederick County: Winchester, Stephens City, Berryville, Boyce, Gainesboro, and Gore.
In Warren County: Front Royal.
In Rockingham County: Harrisonburg, Bridgewater, Broadway/Timberville, Dayton, Edom, Elkton, Grottoes, Hinton, Keezletown, McGaheysville, Weyers Cave, and Bergton.
